The present paper is a survey on the history and significance of human resource training in the public sector of the Islamic republic of Iran in the course of last five decades. Paragraph III of Article 44 of the recruitment law approved in 1966, tasks the State Administrative and Recruitment Organization to establish an institute to train managers and managerial techniques. In 1969, the "State management Training center" was established and started its activities by offering short term training courses for senior managers and mid-managers, expert and technical training courses, administrative techniques courses and other training courses required by ministries and public organizations and later long term courses (Master degrees) were also added.
After the Islamic revolution and transformation of the political situation and requirements resulted by the change in the human resource and management structure of the executive bodies, training of managers and employees was introduced as one of the most effective solutions for enhancing human resource knowledge. The center has so far developed a strategic plan on three main pivots namely, building cultural values, specialization and localization. The center has offered different training courses on management enhancement, administrative techniques (short term), administrative and financial courses and different management courses (long term). It has also carried out many researches and publishing activities.
Since the capacity growth in the training courses offered by universities in training human resources, the activities of the center are mostly concentrated on short term courses.
"Promoting Managers' technical, human and perceptive skills and their information and abilities in proportion to advancements of knowledge and technology in the fields of planning, organizing, conducting, supervising and preparing employees for accepting managerial responsibilities in the future was the most important goals of holding managerial improvement courses"
Training is the most prominent and fundamental tool in every society for coordination with situations and features of the world changeovers and utilizing researchers' the last scientific-technological findings. Today, building administrative desirable system can be opened over any amount by way of reforms in training formats not only in the basis on today necessities but also in accordance with future needs.
Building administrative desirable system is possible over any amount by way of uprising empowerment of public administration and upraising management empowerment is also depended on training system. State Management Training Center (SMTC) is about 5 decades training for managers and employees in various methods as in this paper in summary, is reviewed.
First Decade (1969-1979)
According to Paragraph III of Article 44 of the recruitment law (amendment dated 1970) dated 1969 and accompanied by the assistances of ministries' conference by former prime-minister ,State management Training Center (SMTC) was established and commenced it's works on one side with training activities in the levels of top-management, mid-management, expert-specialized, administrative techniques and other training courses are necessary for ministries and public organizations and on the other side performing research activities and publications in the fields of public administration problems and subjects were held.
SMTC dated 1972 aimed at developing it's activities, with approving Country Higher Education Development Council and by law about Trustee Board of public higher education institutes commenced it's work under 3 numbers of Trustee board
And in 1973 long-term program of training civil services managers under "Master of Art in public administration" added to programs of center, with this accreditation, Center is depended on Administrative Affairs and Recruitment, as it is related to regulations of Higher Educations Institutes.
Temporary Training Programs
Training of Management and Administrative Techniques as follow:
Specialized courses of Governorship, County offices, Supervisory and Expert Management ,Co-operatives Management, Pre-service Training for registration of personal status, Auditing, Accounting , Warehousing, File Management, Special Office affairs for ministries and public institutes.
Training Structure (long-term) First Decade
Parallel with activities and plannings which in the context of quantitative and qualitative developing kinds of employees' pre-service and in-service trainings in different levels of public sector had been performing aimed at training and preparing meritorious managers and supervisors in level of all ministries and public organizations, plan of establishing and forming a long-term pre-service training course with grade of master of art in public administration was provided and then for materializing this aim, necessary planning was performed and Country Higher Education Development Council in 85-th session in 1972 approved this course.
Second Decade (1979-1988)
After the Islamic Revolution, first SMTC was involved in transformation and evolution for instance Cultural Revolution and changing which in academic structure and High Education came into existence. Master programs were stopped and then all of scientific and educational (training) board of SMTC were moved to other universities. In these periods, SMTC could hold to perform short-term courses with the respect of its' supervisors and little by little found self-specialized seat.

Holding Log-term courses of studies for associate of arts diploma "Administrative Sciences" especially for public employees from 1985 were held. Also, the first course of Master (meritorious managers' plan) and master course) with recruitment value (in 1988 were held.
(Third Decade (1989-1998
With the respect to domains of public sector, problems and resulting challenges from situation demanded to utilize modern sciences and techniques in addition to in-service training programs. It is necessary for enforcement of public bodies (services) management and equipment of committed, liable managers to high principles of Islamic Management and management Modern Knowledge, performing of long-term courses too in these periods were considered to supervisors of SMTC.

Third Decade under the heading "localization of management training in country".
(Fourth decade (1998-2007
In the years of 1997 and 2007, long-term courses continued at different levels of Associate, Bachelor, Master and Ph.D. Until 1999, long-term courses stopped and training activities were limited to short-term courses.
In 1999, according to the approval of the Supreme Administrative Council, the Higher Institute of Education and research of Development Planning and management was formed by merging the State Management Training Center and the Higher Institute of management and planning studies. It was aimed to Use the Empowerment and Capabilities of these two organizations.

(Fifth decade (2008 – 2018
In this decade, State Management Training Center has separated from Institute for Management and Planning Studies because of organizing the related institute of Management and Planning Organization and establishing Management Development Human Capital and Planning and Strategic Supervising Capital. So SMTC commenced its duties in training activities on the basis of official statements assignment from the government's staffs training system and printed assignments in official statements statues (2011).
