SMTC’s mission is to develop and promote government agency performance in field of public management and civil services based on Islamic-Iranian values via training the managers and employees and conducting applied and developmental research using local, national and new technology. SMTC’s mission has been achieving by following plans and functions that has been notified by “Vice-Presidency for Management and Human Capital Development” (MHCD):

  • Preparing curriculum for training, sets of rules and regulations related to human s fields, employment affairs and lunching cultural propagation about them in the form of printed material and through electronic means;
  • Designing and offering training courses for government managers and employees in accordance with requirements of “Vice-Presidency for Management and Human Capital Development” (MHCD) and holding them the provinces using  private sector's capabilities;
  • Launching applied research works on the Civil Services Law, the Executive Affairs Set of Rules and Regulations, the Executive Training Program and its articles, their evaluation systems and monitoring the existing internal challenges and inconsistencies in them;
  •  Launching applied and comparative research works in the fields of management and human resources in the target countries around the axes of the Country's Civil Services Law and the related sets of executive rules and regulations;
  • Designing the optimal administrative system, keeping in mind the major national documents, particularly the general polices for the country's administrative system which is notified by the Supreme Leader, in collaboration with the other concerned organizations and academic specialists;
  • Establishing relationship and cooperation with the seminary schools, universities' and training and research Centers in national and international level aimed at exchanging information and having appropriate interactions with them at national and international levels within the context of the related subjects;
  • Preparing the required materials for international cooperation, particularly in the fields of management training, designing and improvement of systems in collaboration with the private sector;
  • Designing, offering, expanding, and evaluating of joint higher education courses in collaboration with reputable Iranian and foreign organizations, universities and research Centers;
  • Designing and holding national and international conferences and seminars aimed at boosting the public managers' information and capacities, as well as their methodological know-how and capabilities of responding to the needs of public management;
  • Expanding of the virtual training networks at scientific-expert level, taking advantage of modern information technologies aimed at creation, exchange and transfer of public management and planning knowledge;
  • Accreditation  of academic Centers of public and private sector that are volunteer to offer on- the- job training (OJT) courses for government employees and supervising their performance within the framework of the government employees' (OJT) courses' rules, regulations and standards;
  •  Designing and establishing of the Government Managers database and the Management talents database;
  • Designing and establishing of the Trainers database and offering exclusive teachers training courses (TOT) for trainers;
  •  Supporting the book compilers and translators, as well as authors of related MA, MS, and PhD, dissertations;
  • Cooperating and participating in the activities of seminary schools aimed at designing and offering training courses;
  • Supporting and launching applied research works on innovative systems, management processes, and public administration affairs;
  • Supporting research works on documentation of successful and effective management models for country's managers;
  • Taking advantage of the potentials of the retired university professors, researchers, and professional;
  • Taking advantage of the mass and printed media's potentials aimed at organizational culture building for a desired administrative system;
  • Conducting researches and studies upon requests of the Vice-Presidency for Management and Human Capital Development.
